Why were only 4 selectors out of 32 participants empowered to choose their own teams?

Alternative options:
1. Have more than one (2?) selector for each team
2. Let the selectors create the teams, and once the teams look balanced, assign them randomly among the selectors. This would incentivize selectors to create more balanced teams. We tried this earlier.
