Pooling of players in brackets

I think being equal balance team is most important for a competitive tournament. If we are going to keep the same format we can divide the players in brackets based on majority votes. This can be revisited every month based on how are they playing in routine games. We can also do it anonymized so no one knows the ratings they were given by a specific person.
